ईश्वरः सर्वभूतानां हृद्देशेऽर्जुन तिष्ठति।भ्रामयन्सर्वभूतानि यन्त्रारूढानि मायया।।18.61।।

18.61 Lord Vasudeva, who is the ruler over all, lives in 'the heart of all beings,' i.e., in the region from which arises all knowledge which is at the root of all secular and spiritual activities.
